Buying property in Israel while living abroad
The legal work is the smaller part. The larger part is the order in which things have to happen: title investigation before commitment, a power of attorney drafted so the Land Registry will accept it, purchase tax filed within statutory deadlines, and funds cleared through an Israeli bank, which is usually the slowest step and the one that moves completion dates.
Immigrating to Israel, and buying
Israeli tax law treats new immigrants and returning residents quite differently from foreign residents, in purchase tax, in tax on income earned abroad, and in how much a bank will lend. Where immigration is a realistic option, its timing relative to a purchase is a financial decision rather than an administrative one, and it is worth settling early.
Already holding property in Israel
Letting and managing a property from another country means someone has to deal with tenants, repairs, rent collection and Israeli tax reporting on rental income. And where the asset is intended to reach children, Israeli succession law applies to it whatever a foreign will provides. Foreign probate orders are not recognised here, and Israel gives no step-up in cost basis on death.
Running a business, or holding Israeli assets through a company
Choice of structure at the outset, registration, founders' and commercial agreements, and ongoing counsel on engagements, employment, intellectual property and tax. Where a dispute arises over a contract, a partnership, a guarantee or a debt, it is handled by the same office rather than referred on. The working assumption is preventive: diligence before a material engagement is cheaper than litigation after it.

Adv. Melnik is admitted in Israel and in New York State, has owned and run a company holding income-producing property in Israel and abroad since 2008, and is appointed by the courts as Estate Administrator and Official Receiver. He has also been joint manager since 2008 of an endowment established under a will, responsible for its investments and for the scholarships it awards.

A client deals with Adv. Melnik personally, from the first conversation to the last. Questions go to him directly rather than through an intermediary, and calls with clients abroad are arranged around their hours rather than Israeli ones. Correspondence is in Hebrew or English.
Responsiveness carries more weight in cross-border work than in most: a signature required in one country against a deadline set in another leaves little room for a slow reply.
